Taiwan’s Bold Vision for AI-Driven Smart Cities
Taiwan is emerging as a global leader in smart city development, integrating artificial intelligence (AI) to revolutionize urban living. With a firm commitment to sustainability, digital innovation, and AI governance, Taiwan is setting new benchmarks for smart cities worldwide.
This commitment was on full display at the 12th Smart City Summit and Expo (SCSE), held at the Taipei Nangang Exhibition Center. Organized by the National Development Council, the Kaohsiung City Government, and the Taipei Computer Association (TCA), the event showcased Taiwan’s ambitious AI-powered initiatives aimed at reshaping urban governance, business operations, and citizen engagement.
Taipei’s “T.A.I.P.E.I.” AI Strategy: Pioneering Smart City Solutions
Taipei, Taiwan’s capital, is at the forefront of this transformation with its cutting-edge "T.A.I.P.E.I." AI Strategy, led by Mayor Chiang Wan-an. This initiative aims to integrate AI into key sectors such as logistics, smart mobility, and public services, ensuring the city remains a global leader in digital urbanization.
A key highlight of this initiative is the AI-powered Citizen Helpline (199), designed to enhance response efficiency and streamline resident support. Additionally, Taipei’s Fire Department has embraced AI to optimize emergency responses, ensuring resources are deployed faster and more effectively in critical situations.
Mayor Chiang emphasized Taipei’s dedication to AI governance, stating, “Through AI governance and smart technology, we are setting a global benchmark for ethical AI adoption and digital urban transformation.”
Kaohsiung’s Intelligent Lighthouse Program: AI for Sustainability
While Taipei spearheads AI integration, Kaohsiung is redefining urban sustainability with its groundbreaking “Kaohsiung Intelligent Lighthouse Program.” Unveiled by Deputy Mayor Charles Lin at SCSE 2025, this AI-driven urban initiative prioritizes environmental responsibility alongside digital advancement.
Kaohsiung’s transformation is built on five strategic pillars:
- Net-Zero Initiative – Implementing real-world carbon neutrality projects to create a greener city.
- AI and ICT Integration – Partnering with industry leaders to enhance smart infrastructure.
- Kaohsiung AI Upgrade 2.0 – Overhauling city systems to improve efficiency and sustainability.
- Academia and Innovation Partnerships – Fostering growth through collaboration with educational institutions.
- Data Security and Cloud Transformation – Strengthening intelligent governance with secure data practices.
“Kaohsiung is leading the way with AI-driven sustainability, digital twins, and intelligent municipal governance. Through intercity collaboration and strategic partnerships, we are building a future-proof, data-driven urban model for global cities to follow,” said Deputy Mayor Lin.
Taiwan’s Nationwide Smart City Movement
Beyond Taipei and Kaohsiung, cities across Taiwan are joining the smart city revolution. At SCSE 2025, ten additional cities—New Taipei, Taoyuan, Hsinchu, Taichung, Yunlin, Chiayi, Tainan, Pingtung, Nantou, and Hualien—are showcasing their AI-powered solutions and net-zero initiatives through themed pavilions.
With over 2,800 international participants, including city leaders from across the Asia-Pacific region, SCSE 2025 is reinforcing Taiwan’s role as a global leader in AI-driven smart city evolution. The country’s unwavering commitment to sustainable urban development and ethical AI governance is positioning it as a model for the future of intelligent, eco-friendly cities.
The Future of AI and Smart Cities in Taiwan
As Taiwan accelerates its smart city initiatives, it is proving that AI is not just about technological advancement—it is about creating more efficient, inclusive, and sustainable urban environments. With Taipei’s leadership in AI governance and Kaohsiung’s focus on sustainability, Taiwan is shaping a future where cities are not only smarter but also greener and more responsive to the needs of their citizens.
Through strategic partnerships, international collaboration, and continuous innovation, Taiwan is laying the foundation for AI-driven smart cities that the world can look up to.
